Is entrepot trade hollowing out China? The CSRC takes a heavy-handed approach
When Mr. Zhang transferred a batch of electronic components "entrepot" to Vietnam through his offshore account in Hong Kong, he didn't expect that this seemingly ordinary trade would trigger a cross-border supervision alarm from the CSRC. In recent years, entrepot trade has become a gray channel for capital flow - it is both a "compliance tool" for enterprises to avoid tariffs and may also become a "cloak" for illegal capital outflows.

According to data from Zhongshitong Research Institute, the scale of China's entrepot trade exceeded 2.8 trillion yuan in 2023, of which about 34% involved "triangular trade" with third-country transshipment. This model could help enterprises:
- Avoid high tariff barriers in the target country
- Enjoy tax preferences by using free trade agreements
- Optimize the cost of the global supply chain
But Ms. Li's case exposed the other side: Her three shell companies controlled transferred 870 million yuan to overseas through the false declaration of entrepot trade within 12 months. The CSRC Investigation Bureau found that the container numbers corresponding to these transactions never appeared in the port logistics system.
In the 2024 new version of the cross-border capital flow management measures, the CSRC for the first time included entrepot trade in the key monitoring category. The main measures include:
- Establish a three-dimensional verification system of "goods flow - capital flow - bill flow"
- Require commercial banks to submit due diligence reports for transactions exceeding 5 million US dollars per single transaction
- Conduct surprise inventory checks on bonded area transshipment warehouses
In March this year, a brokerage firm was fined 21.7 million yuan for failing to verify the authenticity of the customs codes of entrepot trade customers, sending a clear regulatory signal.
Mr. Wang, who is engaged in the entrepot of electronic components in Qianhai, Shenzhen, shared his experience:
- Keep complete logistics receipt slips and quality inspection reports
- Ensure that the stay time in the transshipment country matches the characteristics of the goods
- Voluntarily report the warehouse lease agreement to the bank
Experts from Zhongshitong suggest that enterprises can apply for the "white list" qualification and exchange for fast customs clearance convenience by submitting the data interface of the ERP system.
It is worth noting that the CSRC is testing a traceability platform for entrepot trade based on blockchain. Pilot data shows that this technology can compress the verification time of a single transaction from 72 hours to 2 hours, and the unalterable logistics node records increase the difficulty of false trading by 400%.
