This article provides a detailed introduction to the application process for import and export rights, covering steps from preliminary preparations to registration with the Commerce Bureau, Customs, Electronic Port, and Foreign Exchange Administration. It offers clear guidance for businesses eager to explore international markets, helping them smoothly conduct import and export operations and gain a competitive edge in international trade.

Against the backdrop of global economic integration, an increasing number of businesses are eager to explore international markets, making import and export operations a new growth area for many. Obtaining import and export rights is the key to unlocking the door to international trade. Today, let’s delve into the application process for import and export rights to help your business set sail on the global stage.

Preliminary Preparations

To apply for import and export rights, a business must first ensure it has completed industrial and commercial registration and obtained a valid business license. The license’s scope of business must include "import and export of goods" or "import and export of technology." If not, the business must first apply to the industrial and commercial department to modify its scope. For example, Mr. Zhang’s company originally focused solely on domestic operations. After deciding to engage in import and export trade, the first step was to add the relevant business scope at the Industrial and Commercial Bureau.

Commerce Bureau Registration

After completing preliminary preparations, the business must register with the local Commerce Bureau as a foreign trade operator. Log in to the Ministry of Commerce’s unified business system platform, fill out the Foreign Trade Operator Registration Form online, which includes basic company information, contact details, and business scope. After completing and verifying the form, print it, have it signed by the legal representative, and stamped with the company seal. Submit this along with the original and photocopy of the business license to the local Commerce Bureau office. Typically, within 3–5 working days, the business can obtain the Foreign Trade Operator Registration Form.

Customs Registration

After obtaining Commerce Bureau registration, the business must register with Customs. Nowadays, businesses can submit their registration application through the "Enterprise Qualification" subsystem of the "China International Trade Single Window" standard edition. Enter the company’s and customs declarant’s information in the system and upload electronic copies of the Foreign Trade Operator Registration Form (stamped) and the business license. Once Customs approves the application, the business will receive a Customs registration code, a crucial identifier for conducting import and export customs clearance.

Electronic Port Enrollment

The next step is enrolling in the Electronic Port. The business must visit the local Electronic Port Data Center to complete the China Electronic Port Enterprise Enrollment Form and submit copies of the business license, Foreign Trade Operator Registration Form, and Customs registration receipt. After paying the relevant fees, the Data Center will issue a Legal Person Card and an Operator Card. These cards serve as the "keys" to the Electronic Port system, enabling the business to log in and handle tasks such as customs declaration submissions and tax payments.

Foreign Exchange Administration Registration

The business must also register with the Foreign Exchange Administration to qualify for foreign exchange transactions. Log in to the State Administration of Foreign Exchange’s digital platform, fill out the Application for Registration in the Directory of Enterprises for Goods Trade Foreign Exchange Receipts and Payments and the Confirmation Form for Goods Trade Foreign Exchange Operations. After submitting the forms online, bring the stamped paper documents to the Foreign Exchange Administration for on-site review. Once approved, the business can conduct foreign exchange transactions.

Although the application process for import and export rights involves many steps, businesses can complete it smoothly by following the procedures and preparing thoroughly. This not only opens the door to international markets but also presents a significant opportunity for diversification and enhanced competitiveness.
