Our company recently has import and export business needs and plans to hire an agency to handle the process. However, we are not very clear about the general market rates for import and export agency fees. Could anyone share what the typical range for this fee is? Is it calculated as a fixed percentage, or does it vary depending on the type of business? We’d appreciate any insights so we can be better prepared when negotiating with agencies.

Generally speaking, there is no fixed standard for import and export agency fees, as they are influenced by various factors. The common fee range is approximately 0.5% - 5% of the cargo value. For standard general goods with high value and straightforward procedures, the agency fee may be around 0.5% - 2%, as such businesses carry relatively low risk and are easier to handle. For goods subject to special regulatory conditions, requiring complex permits, or involving low-value but cumbersome operations, the agency fee could reach 3% - 5%.

Additionally, some agencies charge per shipment, with fees ranging from a few hundred to several thousand yuan per shipment, which is suitable for low-value but high-frequency transactions. Long-term clients with large business volumes often receive discounts. When selecting an agency like Zhongshitong, it’s recommended to compare multiple providers and negotiate rates based on your specific business needs.

From my experience in import and export agency services, a fee rate of 1% - 3% is common for general goods. For special commodities, such as those requiring specific inspections or quarantine, the rate could be higher, possibly 3% - 5%.

I think market conditions also play a role. When competition is intense, agencies may lower their rates to attract business, possibly to 0.8% - 2%. If there are fewer agencies handling such services, the rates could be higher.

I’ve heard that fee rates are often based on cargo value—higher-value shipments may have lower rates, while lower-value shipments may have higher rates. For example, shipments worth over 1 million yuan might have a rate of around 1%, while those under 100,000 yuan could be charged 3% - 4%.

Some agencies I’ve worked with adjust rates based on the mode of transport. Ocean freight tends to be cheaper, while air freight, due to its complexity, may incur higher fees.

Besides cargo value and commodity type, delivery terms also matter. For instance, DDP (Delivered Duty Paid) may have higher agency fees than FOB (Free On Board), as DDP involves more responsibilities.

The agencies I’ve dealt with also vary rates by region. Mature markets like Europe and the U.S. may have lower rates, while remote regions with higher operational complexity may have higher fees.

Simpler procedures with fewer documents may result in lower rates. If the agency has to handle extensive customs clearance or documentation, the fee could be 1 - 2 percentage points higher.

Some agencies adjust rates based on client creditworthiness. Clients with good credit may receive discounts, typically around 0.5 - 1 percentage point lower.
